Hi Frank, I"ve heard of Archie Smith's Bowed Psalteries but I've not seen one so close up pictures would help. The rail pins not having holes if you look at one of the strings still attached I think you will see he created a loop the right size to go around the pin being very careful not to leave the end of the string poking out to snag the hair on your bow. Another builder that uses hitch pins instead of tuner pins on the rail is Rick Long. You may be able to order replacement strings by gage ready made from him, otherwise the loop end string available at a normal music store is not the right size loop and won't work. I don't have a string wrap tie winder set up but Rick does. If your Psaltery is over 5 years old it may be due for a complete restringing. I have heard Archie retired so I guess you can't send it back to him. It might be cheaper and less time consuming to just get a new Bowed Psaltery.
